Victory+ is a free streaming service and depending on your region you will have access to live games. The service offers free, on-demand, sports content from different teams and sports that are available in all regions. It is not possible to pay to access games outside of your market.

Can I watch Dallas Stars games on Victory+?
Dallas Stars games are available on Victory+ if you live in Texas, Oklahoma, Louisiana, or Arkansas. If you live outside of those states you will not be able to watch the live games however you still have access to additional, on-demand, Dallas Stars content.
Can I watch Anaheim Ducks games on Victory+?
Anaheim Ducks games are available on Victory+ if you live in the Ducks’ regional television territory (Orange County, Los Angeles County, Riverside County, San Bernardino County, San Diego County, Imperial County, Santa Barbara County, Ventura County and Hawaii). If you live outside of that region you will not be able to watch the live games however you still have access to additional, on-demand, Anaheim Ducks content.
